IRS and the Integrity of Government

There's an old joke about a guy who goes to a boxing match and a hockey game breaks out. With government watching you never have to worry about integrity breaking out.

'The Treasury inspector general (IG) whose report helped drive the IRS targeting controversy says it limited its examination to conservative groups because of a request from House Republicans.
A spokesman for Russell George, Treasury’s inspector general for tax administration, said they were asked by House Oversight Chairman Darrell Issa (R-Calif.) “to narrowly focus on Tea Party organizations.”'

The quote above is from The Hill and switches the responsibility of abuse of the IRS from the Democrats to the Republicans. The Democrats are thrilled, have declared themselves innocent and accused the Republicans of mendacity and hypocrisy.

Mendacity and hypocrisy seems to be the order of the day. But creeps, liars, posers and self interest aside, could we have a little focus on the integrity of government? Will someone please step forward and raise the real questions here: How can anyone use the IRS as a weapon? Why isn't anyone who tries to do it in jail? How does the IRS seem so compliant in these requests and why aren't those compliant guys in jail?
